1. 1.0  Local Planning Structure

The Municipal Development  Council ( MDC ) composed of the thirteen (13) Barangay Captains, Municipal Mayor, Chair. SB Committee on Finance and Appropriations and five (5) Local Finance Committee members. The Municipal Planning and Development Office and the Municipal Local Government Operations Office are acted as secretariat during meetings to provide technical Assistance of the council as mandated by the Local Government Code of 1991. the Municipal Mayor headed the MDC as presiding officer (refer to table 72).

2.   2.0 Local Fiscal Management

The Municipal Treasury Office is the prime responsible in Revenue Collections of the municipality. The Municipal Economic Enterprise and Development Office (MEEDO) was created purposely to augment income generation mechanisms of the LGU but they are bonded to collection processes. There is formed Local Finance Committee tasked to plan enforce and administered the Fiscal Management and Operation.

 

                             Status of Financial Health

The LGU financial status for the past three (3) years is observed profitable because every year as reflected in the Pre & Post Closing Trial Balance provided by the Municipal Accounting Office there is always an ending balance and increasing every year from 2007 – 2009 (refer table to table 73).

Revenues of the municipality are derived from dual sources such as Operating and Miscellaneous Revenues  from Sales of goods and services, grants and donations. And also from Real Property taxes ((refer to table 74 for details).

Extent of Fiscal Autonomy

 

For the past three (3) years LGU – Kauswagan experienced a declining fiscal autonomy. It is obtained in the computation of collection  rate of the Locally Generated Revenues in all sources. Percentage collection is 6.80% for 2007; 4.56% for 2008 and 3.94% for 2009 of respective total income per year. Concludedly, the LGU is still an IRA dependent to minimum of 90% rate (refer to table 75) .

Actual Expenditures of General Account

 

Expenditures of the LGU of General Account are devoted to Personnel Services, Maintenance and Other Operating Expenses and Capital Outlay. For the last three (3) years, expenditures are only for Personnel Service and Maintenance and Other Operating Expenses (refer to table 76) .

3.0  Development Legislation

Regular Session of the Sangguniang Bayan of Kauswagan, Lanao del Norte is held every Wednesday of the Week. Aside from the Regular Session the members of the Sangguniang Bayan are found in their respective Legislative Districts drawing out issues and problems of the local constituents for possible legislative supports. Legislative Enactments are subdivided into  four (4) components such as Economic Development, Social Development, Environmental Management and General Public Services. In the year 2009, the primary local legislative enactments is focused in Economic Development, Social Development and Environmental Management specifically the sustainability of agricultural development including the marine environments and Peace and Development Initiatives. With the advent of Anti-Red Tape campaign of the National Government, the SB is embarking legislative policies in the proper and excellent public services providing customers satifaction.

4.0  Other Local Development Initiatives

The Local Government Unit of Kauswagan, Lanao del Norte with a meager income sustainably provided General Public Services for satisfaction of the direct and indirect Clientele of both individuals and groups. Assistance to groups and organizations is not always about financial assistance. As experienced in the previous year 2009, a lot of technical assistance provided by the LGU to some but newly organized Civil Society Organizations ( refer to table 77).
